84 MILLENNIUM R egistered professional engineer Melvin H. Chiogioji is a prominent figure in his field. Backed by a Bachelor of Science in electrical engineering, a Master of Business Administration from the University of Hawaii, and a Doctor of Business Administration from George Washington University, Dr. Chiogioji has held many leadership positions. He was head of the weapons general component division at Quality Evaluation Laboratory, director of the weapons evaluation and engineering division of the Naval Ordinance Systems Command, and director of the office of industrial analysis for the Federal Energy Administration. While working for the Department of Energy in Washington, D.C., he served as assistant director of the division of building and community systems, deputy assistant of the secretary of state and local assistant program, director of the office of transportation systems, and director of the federal program division. He has also been an executive with EFC, Inc., Precisions Auto Care, Inc., and Interco. Dr. Chiogioji has utilized his skills, experience and knowledge as the author of “Industrial Energy Conservation” and “Energy Conservation in Commercial and Residential Buildings,” as well as articles in professional journals. He is a member of IEEE, the National Society of Professional Engineers, the Academy of Management, the Association of the United States Navy, and the Association of Science, Technology & Innovation, for which he served as president from 1979 to 1981. He has been on the board of directors of the Seabee Memorial Scholarship Association since 1973 and of the Triangle Fraternity Education Foundation since 1995. Dr. Chiogioji is also affiliated with the Society of American Military Engineers, the Armed Forces Management Association, the Purdue University Alumni Association, the National Japanese American Memorial Foundation, and the Japanese American National Museum.
